Judy Batten - Executive Director
Judy began as the Executive Director in June, 2006. Prior to coming to the Partnership, Judy
worked in the mental health/developmental disabilities field for 30 years. During that time,
Judy worked with the early intervention system in NC with children & families. Judy also
served on the original board at PCPFC and in 1994 worked with other county individuals &
agencies to bring Smart Start to Person County.

Becky Oliver - Administrative & Service Support Assistant
Becky joined the Partnership in September, 2006. She provides administrative support for PCPFC and provides service support for the parents of children birth to six, child care providers, the business community, and the general public. She also works with our Dolly Parton Imagination Library program.

Dawn Howard - HR/Fiscal Manager
Dawn has served as our HR/Fiscal Manager for thirteen years. She has 18 years of accounting experience. She manages our Business office as well as the Human Resource office. She works with our Direct Service Providers Fiscal Staff, the Fiscal staff of NCPC, and various audit teams. Dawn also handles all accounts payable and receivables for the Partnership.

Ann C. Garrard – Program/Evaluation Coordinator – CCR&R Director
Ann joined us in November 2008. She is responsible for administration and implementation
of the Partnership’s projects and coordinates Person County’s NC Pre K program. Ann also
directs the Child Care Resource and Referral activities, offering technical assistance to
Childcare providers, and helping Person County families find quality daycare. Ann is a
Graduate of Meredith College and holds a Birth to Kindergarten teaching license.

Amber Austin - Provider Specialist
Amber joined the Person County Partnership for Children as Provider Specialist in August, 2010. She will be assisting the home providers in various ways, including administering the Federal Food Program and providing technical assistance. She will also provide training to all providers covering a variety of topics. Amber is a May 2009 graduate of Meredith College, where she earned a Bachelor’s degree in Family and Consumer Sciences. Before coming to the Partnership, Amber worked as an Assistant Director in a childcare setting
